Administration: Fix "Subscript out of range" error that can occur when adding an alert indicator to the Location or Business modules in Default Values in Administration.

An "invalid character" error could sometimes occur when printing a form in the Forms Manager. This has been fixed.

The 10/2024 revision of the PA Search Warrant form is available in this version. After installing version 3.31, the Forms Manager will automatically switch to the new form for search warrants created on or after 10/1/2024.
The Incident Log by Type report can now optionally display the Comment field for each incident in the report via the new “Include Comments” report formatting option.

The document list in the Forms Manager can now be scrolled using the mouse scroll wheel.
The Chain of Custody tab for records viewed in the Evidence Manager can now be scrolled using the mouse wheel.
